Waiting List

Effective March 1, 2007 and until further notice, the PHA will accept applicants only from a family, as that term is defined in its policies, that meets the following criteria:

  • The head-of-household or spouse is elderly (age 62 and older), near-elderly (age 50 to 61) or disabled; or
  • The family consists of a single person, as defined in the St. Paul PHA's policies, who is age 18 to 49.

The last day the PHA will accept applications from all other households will be February 28, 2007. For those households meeting the above listed criteria, applications can be obtained in person, by mail or on this website.

The PHA is taking this action due to the large number of current applicants for public housing and the long waiting period for most unit sizes. The PHA will publish a notice when the waiting list reopens for new applicants.

To Obtain an Application in Person

Applications are available Monday through Friday from 8:00 AM to 4:30 PM at the PHA's Rental Office. The office is located at W. Andrew Boss Building, 555 North Wabasha Street, Suite 300, St. Paul, MN 55102.

To Receive an Application By Mail

Call 651-298-4444 to leave your name and address at any time. Please follow the prompt and remember to speak clearly. An application will be mailed to you in about five business days.

What To Do When You Receive Your Application
  1. Answer all questions on both sides of the Pre-Application for Public Housing.

  2. You and all household members age 18 or older must sign the pre-application.

  3. Read and sign the privacy statement form.

  4. Mail or bring the forms to:

  6. Incomplete or unsigned forms cannot be placed on the waiting list and will be returned to you.

A letter will be sent to you after you submit your application and the information is entered onto our waiting list. This letter will state the estimated waiting time for your eligibility interview.* Waiting time is determined by: the date and time your application is received; the number of bedrooms your family needs; and your eligibility for local admission preferences.

Once you receive this letter, information about your status on the waiting list can be obtained by calling 651-298-5158 and selecting option number three (#3). Any changes in your address and/or family size during this waiting period must be reported in writing to the above address.

*All applicants for the Public Housing Program must complete a thorough screening process that includes criminal and housing history background checks.
