Agency Plan

This Saint Paul PHA Agency Plan describes the programs, policies and practices that the PHA is carrying out in its current Fiscal Year, which began April 1st. In general the PHA is continuing the same course of action described in the HUD-approved plan for the previous fiscal year. This plan has proved successful over several years in meeting the needs of residents and the community, within the limits of available resources. The PHA focuses on its mission and Agency Goals, stressing sound property management, modernization and maintenance, and sound Section 8/Housing Choice Voucher administration. The PHA is also continuing its successful homeownership program for residents, and working with other community partners to address the critical shortage of affordable housing in the Twin Cities. The PHA is implementing its Five-Year and Annual Capital Fund Plan, including the major renovation of McDonough Homes.

Draft Plans

Each year in July the PHA starts updating its Agency Plan for the fiscal year which begins the following April 1st. PHA staff reviews the plan with the Resident Advisory Board (RAB) and representatives from housing advocacy organizations like SMRLS (Southern Minnesota Regional Legal Services, Inc.) and CSP (Community Stabilization Project). The draft is released for public review and comment around October 1st and a public hearing on the Plan is held in mid-November. The draft of the Agency Plan for the next fiscal year is posted here when it is available (click on the link below). Written comments about the draft plan may be submitted before the hearing to the PHA, Attention: Al Hester, Housing Policy Director, W. Andrew Boss Building, 555 North Wabasha St., Suite 400, St. Paul MN 55102-1017.

This year's public hearing was held on Tuesday November 18, 2008 from 4:00-5:30 p.m. at the PHA's Neill Hi-Rise at 325 Laurel Avenue, Saint Paul, Minnesota.

The PHA's Board of Commissioners approved the draft Plan on December 17, 2008 and the Plan was submitted to HUD on January 14, 2009.

The American Recovery and Reinvestment Act of 2009 (the Stimulus Bill) that was passed by Congress and signed into law by the President on February 17, 2009 will provide additional funds to the PHA for capital improvements. In preparation for receiving that stimulus funding, the PHA Board approved a revised 5-Year Capital Fund Plan on February 25, 2009. The Board will consider additional Capital Fund plans on March 25, 2009.

Notice of Public Hearing (posted 3/23/2009): The PHA will hold a public hearing on these revisions to its Agency Plan/Capital Fund plans on TUESDAY, APRIL 7, 2009 at 6:30 PM at the McDonough Homes Community Center, 1544 Timberlake Road, Saint Paul, Minnesota.

The PHA will submit the revised Plan to HUD for approval.
